Pennsylvania State System of Higher Education's Dixon University Center is the home of the newly established Center for Policy Studies and Research, designed to study public policy issues while providing both students and faculty with increased learning and research opportunities.

The center will serve several distinct roles through various divisions. The Academy of Leadership Change will support the development, analysis and implementation of public policy by preparing persons for leadership roles in government, private agencies and schools. A policy internship institute will provide increased learning opportunities in practical settings for the system's students in the area of public policy. The Institute for Policy Research and Analysis will offer informed, neutral research for policy makers, providing faculty with increased opportunities to conduct research in areas of public policy related to their disciplines.

In addition, the center will sponsor and conduct a variety of lecture and workshop series, seminars and conferences.

California University of Pennsylvania has been given approval by the State System of higher Education's Board of Governors to offer a master's of arts teaching degree program in secondary education, which will allow persons without an undergraduate degree in education to become certified to teach in the commonwealth.

The goal of the program is to prepare experienced engineers, scientists and mathematicians to become effective classroom teachers. Students in the program will be expected to master competencies rather than simply complete courses that undergraduate secondary education majors are taking.
