New Publication Examines Technology Liability Issues

WASHINGTON, D.C. -- With cities and counties working to meet the growing demands to deliver more services electronically, the risk and liability issues local governments face need to be addressed. Issues including Internet privacy and security, technology obsolescence and the digital divide are now being recognized and have become strategic components in the decisionmaking process of electronic service delivery.

Public Technology, Inc. (PTI) has published Risk and Reward: Helping Local Government Leaders Understand Technology and Risk Liability Issues. The white paper, designed for local government managers and elected officials, was made possible through a grant of the Public Entity Risk Institute.

"Historically, technical people have overstated the risk of electronic service delivery. For many, it was a way to keep change and expectations manageable. Similarly, senior elected officials and policy-makers have so wanted to claim credit for change they underestimated the complexity and risk of information technology implementation," said Tucson, Ariz., Chief Information Officer Todd Sander, who wrote the white paper. "I see this white paper as a way to encourage discussion and informed decisionmaking.

"Writing this paper furthered my belief that leaders within every community have a responsibility to create investment and service delivery strategies that support the wants, needs and desires of community members," Sander added. "For some, that will lead to cutting edge implementations of information technology. …
