Schoolar Takes Up Top Post at Inland Revenue

The Inland Revenue has appointed Nat West's head of brand communications, Ian Schoolar, as its first marketing director in a bid to introduce a more customer-focused culture to the department.

Schoolar, who will report to Inland Revenue chairman Nick Montagu, is understood to be the first marketing director of a government department. He will be responsible for all aspects of the Inland Revenue's communications work including above-the-line advertising, leaflets and forms, PR, the internet and internal communications with the Revenue 'sown staff.

However, his central task will be to develop the Revenue's understanding of the needs and nature of its growing customer base as its role expands beyond tax gathering, to one that pays working family tax credits and enforces the minimum wage.

Inland Revenue chairman Nick Montagu said: "The Inland Revenue is becoming an enabling department, not just a regulating one and Ian's role in carrying forward that transition is a vital one."

Schoolar, who will work alongside COI chief executive Carol Fisher on agency issues, said it 'was too early to say whether the department's existing agency arrangements would be reviewed. …
