Wouldn't it make life interesting if, in order to comment on proposed development projects in your neighborhood, you had to make a pilgrimage to Brussels, Belgium, or Bern, Switzerland? Protests, or for that matter endorsements, might be reduced to a minimum. The idea may sound preposterous, but that was never an impediment to advocates of global government.

John Sewell, former mayor of Toronto, believes that just such a procedure is envisioned by a panel of the World Trade Organization (WTO).
