Green Bill just a waste of time

What is the Government up to over its Green Bill? If there ever was a case of hasty promises being made and expectations raised, this surely must be it.

Only a year ago Mrs Thatcher was going Green around the gills.

But now the much vaunted Green Bill is being heralded as a waste of paper. First there was the carbon tax. As the implications of trying to use such a tax to influence market forces towards more environmentally-friendly behaviour dawned, that was swiftly consigned to the rubbish heap - not to be recycled, it seems. Then came the more superficial trimmings. A junk mail tax? Not any more, if Marketing's soundings are correct.

Which leaves the issue of packaging. The DTI, apparently, has been trying to come up with a scheme that would involve consumers paying differential prices on packaging depending on whether or not it is re-usable, recyclable or neither. …
