Barely a day passes without the East European revolution taking a new twist. Russia itself is now well and truly infected with the virus of revolution, following the election of Boris Yeltsin as Russian leader, and the question now is not if, but when, Soviet disunion begins.

While everyone hopes the transition of Eastern Europe from a command to a market economy will be peaceful, two awful scenarios could unfold in this fast changing situation. The first would be if the Populations of the East rejected the market simply out of fear of the price of change and turned to authoritarian rulers try to protect their admittedly miserable living standards. Such a move could even mean the unthinkable, a return to something akin to the old order. Alternatively, the collapse of communism could simply lead to anarchy, inflamed by the nationalism seeping out of the old Stalinist bloc.

To help stave this off must be a priority for an Western governments. Simply throwing money at the problem will not necessarily help. Changing attitudes is equally important. Here the British institute of Management is playing an intelligent role that could serve as a model for other organisations and Western `donor' nations alike. …
