New York Issues EAP Manual for Police

An "EAP Desk Reference for Law Enforcement Administration" has been produced by the New York Division of Alcoholism and Alcohol Abuse (DAA) and the Division of Criminal Justice Services (DCJS). It is designed for use by the more than 600 law enforcement agencies in the state and was endorsed officially by Gov. Mario M. Cuomo.

"In communities throughout New York, police officers daily risk their lives to serve and protect the people of this state," Cuomo said. "In turn, we have an obligation to provide them with the help they need to cope with job-induced stress and related problems associated with the considerable risks they take on our behalf."

"Employee Assistance Programs provide that support by guiding police executives in recognizing the signs of self-destructive behavior, such as substance abuse and suicide," the Governor added. "Once the problem has been detected, it can be addressed and treated, ultimately resulting in the return of a healthy employee to the work-force, and improved and effective law enforcement."

Improving EAP services among criminal justice personnel was recommended by the Governor's Task Force on Alcoholism Treatment in Criminal Justice, as well as the Governor's Statewide Anti-Drug Abuse Council. …
