Charter One Bank of Cleveland has hired William A. Almond 3d as a vice president and the group manager of corporate banking for its Illinois division.

He will work out of Elmhurst, Ill., at the new corporate banking headquarters of the Charter One Financial Inc. unit.

Mr. Almond came from National City Bank of Michigan/Illinois, a unit of National City Corp. of Evansville, Ind. For two-and-a-half years he was a senior vice president and the manager of the middle-market corporate banking division of its Northwest Chicago region. He was based in the suburb of Park Ridge and was responsible for business development, credit underwriting, and portfolio management

Before that he had been a vice president at a series of Bank One Corp. predecessors: first at American National Bank and Trust Co., then at First National Bank of Chicago, and finally at NBD Bank.


FleetBoston Financial Corp. has promoted Kenneth B. Colloton to co-director of its government banking division in Albany, N.Y.

He will become the sole director at yearend, when John B. Robinson retires after 33 years with the company and its predecessors.

Mr. Colloton was Fleet's manager of government advisory services.

He started in banking with 12 years at the old Bankers Trust Corp. and joined Norstar Bancorp Inc. of Albany in 1987. Fleet Financial Group bought it the next year; his jobs at Fleet have included manager of municipal banking and advisory services and membership in integration teams for the Shawmut National Corp. and BankBoston Corp. acquisitions.

FleetBoston said his experience with the "e-catalyst" initiative it began in 2000 to integrate electronic commerce into various business lines will help Mr. Colloton at the government banking division, the nation's second-largest depository of government funds.
