Charter One Bank of Cleveland has made Michelle Arvay its chief security officer and a senior vice president.

She succeeded Mike Slocum, who has retired.

Ms. Arvay had been a bank protection manager since 1998. She had joined Charter One in 1993 as an assistant bank protection coordinator.

Before that she had been a loss-prevention manager at Elder-Beerman Stores Corp., a department store chain based in Dayton, Ohio.

In her new job Ms. Arvay will oversee the Charter One Financial Inc. unit's physical security and its fraud detection and prevention program.

Transamerica Occidental Life Insurance Co. of Los Angeles has put Janet Elie in charge of the national accounts division of its insurance and investment group in Kansas City, Mo.

She has also been named a Transamerica vice president.

The group sells through other subsidiaries of the parent Aegon USA Inc. of Cedar Rapids, Iowa. (Aegon NV of the Netherlands is the ultimate parent.)

In her last job Ms. Elie oversaw the sales and marketing of life insurance products and fixed annuities in the Transamerica group's 19-state central region as the manager of its marketing center there and a regional vice president.

She had come to Transamerica in 2001 from First Union Securities Inc. (now Wachovia Securities Inc.), where she had been a first vice president and the life and health insurance products manager.

American Financial Group Inc. of Cincinnati has made Robert E. Dobbs the head of internal audit and investigative services for itself and its subsidiaries.

He has also been named a vice president at the insurance holding company.

Mr. Dobbs had held the same job at the property and casualty divisions of the company's Great American Insurance Co. since joining it in 1989. He was an assistant vice president then; he made vice president in 1994. …
