MSPs Approve Planning System Overhaul

Proposals for an overhaul of the Scottish planning system have been approved by a committee of MSPs. The Planning Etc (Scotland) Bill aims to modernise the present structure and boost economic growth and development.

It will bring in a new system of local and strategic development plans, place the existing national planning framework on a statutory footing and introduce a range of measures to encourage public participation.

However, the Bill did not receive majority backing in the cross-party committee. Green and Scottish National Party members criticised the lack of a third-party right of appeal for local communities in cases where development plans are approved.

Committee convener Karen Whitefield said the Bill introduced a wide range of measures that would lead to a long overdue and much-needed modernisation of the planning system in Scotland. …
