The main representative body of local authorities across the European Union has called for the European Commission to exclude public services from policies that promote free market competition.

The demand was made during an extraordinary meeting of the EU Committee of the Regions on May 12, called in response to the EC's statement late last month that it viewed social services as economic' and therefore subject to free trade rules.

Committee president Michel Delebarre, of France, said the lack of clarity around which public services were subject to competition and market rules and which were not caused problems for local and regional governments.

'If they are to deliver the services that their citizens expect, local and regional authorities need legal certainty in this area. …
