A leading public finance adviser has challenged the Scottish Executive's plans to give top priority to boosting the economy, arguing that its ministers do not have the necessary powers.

In its document, Framework for economic development in Scotland, the Executive sets out a policy that is consistent with UK government strategy.

It aims to promote macro-economic stability through Scotland's fiscal framework, invest in frontline services that support the economy and improve public sector productivity.
