In Texas, the state Department of Criminal Justice has instituted a number of security initiatives ranging from officers being issued with protective vests. The initiatives are part of the department's Back to Basics plan, a risk-based program that started four months ago. The changes were also spurred by an inter-agency investigation into the escape in 2000 of seven inmates from the Connally Unit in Kenedy County that ultimately resulted in the death of a police officer. The investigation found that a number of crucial mistakes were made, such as the fact that two officers stationed at a back gate failed to check the identification of a disguised convict, and that convicts were left unsupervised in a maintenance office. …
