THE government has declared that we all ought to do more exercise, for the good of our health. How we are going to manage it in the face of the government's health-and-safety police is another matter.

A reader recently took her three children, aged eight, six and four, for an afternoon swim at a pool in Letchworth, only to be turned away at the kiosk when she gave their ages. Rules recently introduced by North Hertfordshire District Council stipulate that children aged under five must have one-to-one supervision from an adult, and that those aged between five and eight must be accompanied by one adult for every two children. The implication of this, of course, is that a family with three young children simply cannot go swimming in a North Hertfordshire pool, not even if they all wear armbands and stick to a shallow learner pool. …
