* Bharat Shah has been appointed as the new deputy chair of the Audit Commission. A certified accountant, Shah is chief executive of BCS Business Consultants and a non-executive director of the West Bromwich Building Society. He is joined by four new commissioners: Turning Point chief executive Victor Adebowale; chair of the Commission for Social Care Inspection Dame Denise Platt; Raj Rajagopal, former executive director of the BOC Group; and Jenny Watson, chair of the Equal Opportunities Commission. Communities Secretary Hazel Blears said the new appointees would bring a wealth of experience to the commission.

* Increased police funding does not appear to have had a direct impact on crime levels, the home affairs select committee has said. Although there has been a significant decrease in crime in the past decade, the MPs said it was 'puzzling' that this occurred before any significant increase in police officer numbers. The committee's July 26 report concluded that it was difficult to determine exactly what the police had done with its 40% real-terms funding increase and said it was 'unacceptable' that not one police force had scored the highest rating in the Audit Commission's assessment of police use of resources.

* The Office of Rail Regulation is to impose a penalty of £2.4m on Network Rail for weaknesses in the Portsmouth resignalling scheme. Last month the ORR concluded that Network Rail had breached its network licence by not evaluating and mitigating the risks associated with the project adequately, and not managing its contractor in line with best practice. In particular, Network Rail failed to consider and plan for the possibility of an extended overrun of the works and the effect on passengers. ORR chief executive Bill Emery said Network Rail's planning of the project fell well short of the standards expected. …
