* The Welsh first minister, Labour's Rhodri Morgan, and Plaid Cymru leader leuan Wyn Jones signed a formal agreement to form a coalition government at the first meeting of the Welsh Cabinet on September 17. Jones becomes deputy first minister and Plaid gets a further two ministerial portfolios.

* Unison's industrial action committee has approved a ballot of its 850,000 members in councils on strike action over pay. Unison's head of local government Heather Wakefield said: "We urge employers to help resolve this situation by returning to talks.'

* Health Secretary Alan Johnson has asked the Organ Donor Task Force to explore a system in which everyone is viewed as a potential donor unless they opt out With an annual shortfall of 5,000 transplants, Johnson said more had to be done to boost organ donation rates.

* The Treasury select committee has called for more transparency from the Bank of England's monetary policy committee on its interest rate decisions. …
