* Pay for GPs in Wales has risen by around 25% although their working hours were cut in the 2003 General Medical Services contract, according to the auditor general. In his August 23 report, Jeremy Colman also reported that additional payments under a bonus point system exceeded expectations, which meant they had to be paid out of money intended for drugs. In some cases, local health boards did not check the bonus points claimed by each GP practice with sufficient 'depth and rigour', and some practices were able to claim additional income for services that were previously considered 'core'. Colman said: 'Although the GMS contract has clearly helped to generate some improvement to... services, my recommendations aim to guide how further improvements can be made to the way it is managed.'

* The Child Support Agency is set to cut 450 posts following what it claims are improvements to its operating systems. The CSA will soon be replaced by another executive agency following long-term underperformance, but it plans to axe more than 340 local posts, including some frontline staff, and around a further 100 posts at its central directorates. The Public and Commercial Services union attacked the plan as 'undermining the agency's role in ensuring children are properly looked after'.

* NHS foundation trusts are reluctant to invest in significant building or service improvement schemes as they are uncertain about what local commissioners want or will pay for, the foundation regulator Monitor has said. Monitor used its August 22 report on foundation plans for 2007/08 to draw attention to the £995m cash balances held by 59 organisations on March 31. At present, foundations plan to spend just £204m of that on investments and other service improvements, despite the fact that nine do not meet all the reguired health care standards, particularly on MRSA. …
