The cover of your October issue ("Why Isn't the Government Using ERM?") sure got our attention here in Washington State. After reading Jeff Marshall's article, we wanted to contact you right away and set the record straight about ERM and Washington.

We are sure there are state governments that fear enterprise risk management, but Washington is not among them. Our governor [Chris Gregoire] has already defined what Marshall refers to as the "risk management mission" for our state, and has made it clear that ERM is a best practice for Washington's state agencies.

Under Governor Gregoire's leadership, we have already made significant progress toward this new kind of risk management and we are beginning to see early results. Last summer, we were even invited to participate in the PRIMA (Public Risk Management Association, made up of risk managers in the public sector) national conference to talk about our experiences with ERM. Our session, just one of many about ERM in the public sector, showcased Washington's ERM implementation plans and progress and gave us a chance to meet with other government entities starting out on the same journey.

We expect to have even more ERM news to report in 2009, when Washington hosts the STRIMA (State Risk and Insurance Management Association) national conference. Our report on ERM implementation by Washington agencies is sure to be a topic of great interest and we will be standing by to explain "Why Washington State Government Is Using ERM."

Although Marshall's article pointed out some of the reasons why it is not easy for government to use ERM, our experience clearly shows that government can incorporate ERM into its business practices. In every circumstance, using ERM has added great value to our agency operations.
