Scots Elections 'Should Still Be Run by London'

The Scottish elections should continue to be run by Westminster rather than the Scottish government, a committee of MPs has concluded.

In a hard-hitting report following an investigation into the election fiasco last year, which led to 180,000 ballot papers being rejected, the Commons select committee on Scottish affairs criticises Scotland Office ministers for significant delays in decisionmaking.

It also hits out at a lack of clear accountability, which resulted in no single person being held to blame for the problems. But the committee opposes transferring responsibility for the running of the elections to the Scottish government - as demanded by First Minister Alex Salmond.

The committee states: 'This is not necessary in order for elections to proceed smoothly in future. However, there may be a case for organisational changes "on the ground" in Scotland, including reformed structures of accountability. …
