Tony Hefner recounts his experience as an INS security guard in Between the Fences: Before Guantanamo, there was the Port Isabel Service Processing Center (Seven Stories Press).

Over at Processing. I saw a naked man with his back to me trying to cover his genitals with his hands. A Control monitoring camera was pointed straight at him. Everyone, including detainees, knew that women were in the Control room. Why was he being humiliated?

"I need those forms as soon as you're done with them." I said to the officer, wanting to get out. When I spoke, the naked man lifted his head and turned toward me. It was Carlos.

Raising my voice, I said, "I know this young man. Why is he being treated like this?" The more I talked the louder I became. "Why is he in there like that? What's going on here?"

"Settle down," said the officer. "We're just trying to break his spirit."

"Break his spirit? Do you think he's a horse? …
