If councils are going to outsource their back offices, then for the time being they will want to use their spending to preserve or create local jobs. I don't doubt offshoringwill happen in the public sector - the savings are so large that someone is bound to do it - but I suspect we'll have to wait until the economy returns to a much healthier state.

Malcolm is right to say that outsourcing should bea commercial decision, yet much of the drive towards it is led by ideology. It is interesting to read that the chief executive of Suffolk County Council is now on gardening leave for 'personal reasons', and elsewhere, of concerns over a fallout should Southern Cross fail to renegotiate leases for its care homes. The downsides and risks of outsourcing need to be considered alongside the benefits, both commercial and ideological.
