Welsh ministers are consulting on an overhaul of social services that would introduce a more preventative approach.

A proposed Social Services (Wales) Bill would increase the number of services direct payments can be used for; introduce national eligibility criteria to ensure people are assessed on what they need rather than what is available locally; and improve the information available to carers. The Bill would also create a national adoption service for Wales.

Gwenda Thomas, deputy minister for social services and children, said: 'This Bill is about giving people a stronger voice and real control over the social care services they use, and helping them meet their changing needs.'

She added that the Bill would increase social care's focus on prevention and early intervention. It would also further integration and joint working between local authorities and their partners. …
