Divide and audit

The '40% reduction in fees' claimed by Simon Parkens opinion piece, 'Lost in Transition', has not come about 'solely by the Audit Commission's buying power' (Public Finance, April 2012).

There has also been a significant contraction in the specification and councils will have to purchase excluded services separately. The sharp pencils are already out. Councils might be surprised by the prices they have to pay. Further, some bidders this time saw a strategic opportunity to secure market share. I doubt that will be the case next time round.

Is the National Audit Office going to undertake a serious piece of work comparing before and after? It ought to.
