George Kellet MBE, IPFA, has died at the age of 84 in Ludlow, his adopted home town. George was bom in Lancashire in 1928. Having failed the Eleven Plus exam, he was taken on temporarily in the treasurer's department at CNtheroe Borough Council in 1943 where one of his first duties was to collect pennies from public conveniences.

He obtained his Institute of Municipal Treasurers and Accountants qualification by correspondence in 1951. Shortly afterwards he moved to Helmsley in Yorkshire as deputy treasurer and then to Pocklington in the same county. In 1957, he became treasurer of Ludlow District Council where he stayed until 1974, when he was appointed director of finance of the newly created South Shropshire District Council. In 1977, he became chief executive.

He retired in 1988 after 45 years' service in local government, interrupted only by his National Service. He felt a strong link with local people, many of whom will remember him as a sensitive employer or as someone who gave them their first mortgage. …
