David Day, author of Facsimile Facts and Figures, states an estimated 10 million fax machines will be in operation in 1994. Of the millions of pages being faxed every day the first page is thrown away immediately upon receipt. The cover page, instructing the recipient who the fax is intended for and how many pages are included, "wastes everybody's time and money," says Day.

3M collected a number of fax cover sheets and found several common flaws including:

* Illegible information;

* Poorly designed and ugly forms;

* Confusing terminology; and

* Silly artwork.

To help fax users use this technology more effectively, 3M has supplied several tips for users.

1. Overuse of a fax machine dilutes its urgency. Sending routine correspondence by fax will cause the recipients to treat it like ordinary mail. Avoid junk faxes.

2. A quick question warrants a quick response. For short inquiries, invitations, and order verifications, create an area on the fax for the recipients response. …
