A National Audit Office study is considering the effectiveness of the Charity Commission as a regulator of registered charities, following concerns raised by the Public Accounts Committee earlier this year. The PAC said the commission may not be fit for purpose as it failed to spot a charity apparently set up to facilitate tax avoidance. The NAO will look at how the commission identifies and allocates its resources accordingto risk; whether it makes proper use of its powers; and the effectiveness of its processes and structure.


The performance and capability of the Education Funding Agency is being examined by the NAO. The agency distributed more than £50bn to local education providers in England last year to fund education and trainingfor children and young people aged 3-19. The agency also oversees management and financial governance for major capital programmes in the education sector and academies. Auditors will determine whether the agency's performance to date indicates that it is prepared to meet future challenges.
