The prime minister hailed a 'landmark' St David's Day devolution package for Wales, transferring powers over energy projects, port development and voting arrangements.

It also recommends reviewing Air Passenger Duty, which could see the tax devolved to Wales, and brings in a 'floor' in relative funding from the UK, although the precise level and delivery mechanism will not be revealed until this summer's expected Spending Review.

David Cameron said decisions for Wales should be taken closer to the people and called for the Welsh Assembly to take on greater responsibilities. 'That means those who spend taxpayers' money must be more responsible for raising it,' the prime minister said. 'This is devolution with a purpose, working for Wales.'

Other measures include arrangements for the Welsh Government to hold a referendum on devolution of income tax and powers to reduce the voting age to 16 for assembly elections. …
