William Orlando Jolliffe (better known as 'Bill'), CIPFA president in 1979/80, died aged 89 in February

Bill Jolliffe was a very distinguished member of the institute and one who achieved high office within his chosen career. He was county treasurer of Lancashire from 1973 to 1985 having previously served as borough treasurer of Blackpool. A member of the Society of County Treasurers, Bill was an adviser to the then local government associations.

He became a member of CIPFA in 1954 and, unusually fora member of the institute, also obtained first place in the final examinations of the then Incorporated Society of Accountants in 1956.

Bill showed his commitment to CIPFA by contributingto its development and success in a variety of ways including extensive work for the students' societies, articles in the institute'sjournal and contributions to the annual conference. He could be relied upon to save a public event from near disaster by defusing a difficult situation with a well-timed intervention or by askingthe right question at exactly the right time (a skill that is always needed whatever the time or circumstances). …
