Ball Makes Case for Accrual Accounting

Countries need to look for ways to introduce rigorous accounting and governance frameworks and should resist the temptation to fall back on excuses, the chair of CIPFA International has told the Africa Congress of Accountants.

Ian Ball told ACOA delegates at the conference held in Pailles, near Port Louis, the capital of Mauritius, that there is a need to improve the quality of financial literacy and financial skills in governance and they need to 'be ver}' careful about excuses'.

He shared an anecdote from his time bringing in accruals accounting in the New Zealand government in the 1990s.

He said many large countries, such as the US and Japan, had admired the initiative but claimed they were too big to follow suit themselves. Many smaller nations, such as Fiji and Tonga, had been similarly complimentary but said they were too small to bring in accruals accounting. …
