In this report, Todd Harrison and Evan Braden Montgomery, senior fellows at the Center for Strategic and Budgetary Assessments, assess the incremental cost of U.S. nuclear forces "above and beyond the [cost] of conventional forces." Their methodology allows the authors to account for the costs of dual-use systems, such as the F-16, F-15E, and F-35A fighter jets that are or will be nuclear capable, with a degree of nuance that distinguishes this study from previous estimates completed by the Defense Department and other research organizations.
