UNC chair resigns after 'secretive' search

The chairman of the University of North Carolina system's governing board has resigned after criticism from academics and students over its "secretive" search for a new president. John Fennebresque announced his resignation just three days after the governing board chose Margaret Spellings, former US secretary of education under George W. Bush, as president. "With the search completed, I believe now is the time for a fresh start for our university system and its 17 campuses, as well as for this board of governors," Mr Fennebresque said.

Egypt

UK helps set up regulator

A regulatory authority for Egyptian higher education has been set up with the support of UK experts. The Higher Education Regulatory Funding Authority will design funding models and regulatory controls, and create the conditions for an autonomous university sector in Egypt. Herfa's responsibilities will also include leadership development in Egyptian universities, and the UK's Leadership Foundation for Higher Education has been selected as a key partner for the project. Alison Johns, the Leadership Foundation's chief executive, said that Herfa would "begin its life with leadership and good governance at the core of its remit".

Russia

First to state security, then to the publishers

Scientists at Russia's top university have been ordered to submit their research to state security services before they can publish, according to reports. The instructions at a Lomonosov Moscow State University biology institute are believed to have been issued to other institutions across Russia, Nature reported. Minutes of a meeting at A. N. Belozersky Institute of Physico-Chemical Biology state that anyone seeking to publish any journal article or conference presentation must first receive approval from the university's First Department. …
