MICHAEL G. SPENCER has been named dean of the Clarence M. Mitchell Jr. School of Engineering at Morgan State University, effective January 4. He is a professor in the Department of Electrical and Computer Engineering at Cornell University. Spencer received a bachelor's, a master's and a doctorate from Cornell University.

HERMAN J. FELTON JR. has been appointed president of Wilberforce University. He was the senior vice president, COO and vice president of institutional advancement at Livingstone College. Felton received a bachelor's from Edward Waters College and a juris doctor from the University of Florida.

MARK MITSUI has been named president of Portland Community College. He is deputy assistant secretary for community colleges within the Office of Career, Technical and Adult Education at the U.S. Department of Education. Mitsui holds a bachelor's from Western Washington University and a master's from the University of Washington.

JENNIFER ORLIKOFF has been named campus president of Potomac State College in West Virginia. She was an associate professor of French and director of the Center for Women and Gender Studies at West Virginia University. Orlikoff earned a bachelor's from the University of Wisconsin-Madison, and a master's and a doctorate from Rutgers University.

LENORA CAMPBELL has been appointed interim dean of the College of Health and Human Sciences at North Carolina A&T State University. She is the former associate dean and professor in the School of Nursing at Winston-Salem State University. …
