In response to gang-related death threats against Arizona Department of Corrections' employees, including the muchpublicized foiled murder plot of Director Terry Stewart, a team of special investigators was created. These special investigators have been working with other state law enforcement agencies in providing an element of security and protection for our employees who have been threatened, or who have serious safety concerns. According to Chief of Staff Gary Phelps, "It became apparent that our agency needed to take steps to protect our employees."

On January 6, 1999, the Director approved the creation of the Employee Protective Services Unit. This unit is staffed by a supervisor and eight investigators who are assigned to the Special Services Bureau of the Inspections and Investigations Bureau. All of the investigators, with the exception of one, have been filled from promoting within ADC using a pool of exceptional applicants. …
