George W. Bush's recent criticisms of those Republicans who care more for protecting wealth than for tackling America's abiding social ills deserves some praise. Mr. Bush's statements critiquing the Republicans in Congress for attempting to "balance the budget on the backs of the poor" and his statement on October 6, 1999 that "the strongest argument for conservative ideals ... is that they lead to greater justice, less suffering, more opportunity" give some substance to the slogan of "compassionate conservative."

If the presidential race in 2000 comes down to the question of whose strategy is best at generating more justice, less suffering and more opportunity, the choice of candidates won't be open and shut. In the Clinton years, the size of wealth owned by the poorest one-fifth of the population declined dramatically, while the disparity between rich and poor skyrocketed. Clinton has turned out to be a major boon for the rich even as he provided public legitimation for the elimination of welfare. …
