With the explosion in incarceration rates across the nation, the media often focuses on the condition of state prisons. However, while these facilities do house the majority of convicts, local jails process more than 10 million arrestees every year, and many experts feel that legislators do not focus enough on these local facilities. Crowding is one of the most serious issues facing all detention facilities, but the matter cannot be addressed if quality staff are not recruited and retained. With the economy booming, many local jails have lowered standards in order to keep staff at adequate levels, although many analysts say that this is counterproductive over the long term. Analysts note that in order for jails to receive legislators' attention in terms of budgets and operations, they need to collect comprehensive statistical data, much like state prisons do. …
