North Dakota Finds Spot for Techs in Practice Act

"Recognizing a fact of modern pharmacy life, North Dakota has apparently become the first state to legally recognize technicians as practicing pharmacy and therefore subject to the pharmacy board.

Under the state's newly revised practice act, technicians in North Dakota are now legally inside pharmacy's tent. They must be registered and meet continuing education requirements. They are also subject to the authority of the state pharmacy board, including guidance and discipline.

"As far as I know, we're the first state to include technicians as part of the practice act," said William Grosz, executive director, North Dakota pharmacy board. "They are practicing pharmacy. Most states say technicians can do certain things under the supervision of a pharmacist but haven't named them in the practice act. We have done that. The bottom line is that technicians will be doing all the manipulative functions and pharmacists will be spending their time with the patients, not just counseling but across the entire gamut of pharmaceutical care. …
