With this solicitation, the National Institute of Justice (NIJ) on behalf of itself, the Department of Defense, the Department of Homeland Security, the Department of State, and other Department of Justice agencies, including the Federal Bureau of Investigation, the Drug Enforcement Administration, and the Justice Management Division is seeking proposals to improve and/or advance the current state of technology for the capturing of 10 rolled-equivalent fingerprints and/or palm prints.

As crime prevention and national security remain a top priority, requirements for the use of fingerprint friction ridge detail information for the identification of latent impressions and for background checks have increased and can be expected to continue to increase in the future. Yet both the existing use and the potential for expanded use of these types of background checks and identifications are limited by available technology and infrastructure designed to capture the fingerprint friction ridge detail that enables searches of the databases. …
