Strategy and Spending Need Closer Link, Says MSP Report

The Scottish Executive has rejected claims by a parliamentary committee that its pledge to put the economy at the top of its agenda is not borne out by its spending priorities.

The Scottish Parliament's finance committee reported that, although overall spending had increased significantly since devolution, expenditure on economic development had risen less quickly than spending elsewhere in the budget.

'This raises questions about whether the resources of the Scottish Executive are being allocated in a way that reflects the Executive's commitment that growing the economy is a top priority,' the report states.

However, an Executive spokesman insisted that growing the economy was the Executive's top priority. He said: 'It is simplistic and misleading just to look at enterprise spending. …
