* In the wake of the controversy over postal voting, the government is to introduce an Electoral Administration Bill to clamp down on abuses. It will include a new offence of fraudulently applying for a postal vote and also give returning officers greater powers.

* The Welsh Assembly could be given additional powers over the next 12 months. The Queen's Speech outlined plans for a Government of Wales Bill to enhance the Assembly's legislative clout and reform its electoral system.

* Proposals to create a rail route linking the east and west of London have been included in the Queen's Speech. The long-awaited Crossrail scheme failed to become law during the last Parliament. The government has admitted that private cash will be needed for the scheme.

* The number of asylum seekers arriving in Britain fell by 17% in the first quarter of this year, according to new Home Office figures. …
