Information Officer Lauds Disclosure Regime

Information commissioner Richard Thomas has said the Freedom of Information Act is 'working well' and he is encouraged by the range and number of disclosures that have been made by government bodies since its introduction.

Launching his first annual report, Thomas said the Act was helping to change the culture of government at all levels' to one that embraced greater openness.

He added that around half of the complaints made to the Information Commissioner's Office regarding non-disclosure involve procedural issues.

Thomas suggested, however, that some public authorities were still not sufficiently clear about their obligations under the Act.

He highlighted local councils' duty to respond to requests for information within 20 days, and said that their responsibility to be extremely clear about their reasons for refusing required particular attention. …
