* A lottery scratch card to help fund the London 2012 Olympics was launched on July 27, exactly seven years before the games' opening ceremony. The new card is one of a series expected to raise £750m by 2012, half of the £1.5bn of lottery money allocated to the Olympics.

* Ofcom is to investigate the costs of telephone calls patients in hospital after the watchdog received complaints about the high costs. Patientline, the UK's biggest provider of bedside telephones, and their smaller competitor Premier, both charge 49p a minute for calling patients, more than 15 times the national rate.

* Anne Seex, the chief executive of Norwich City Council, is to replace Patricia Thomas as the local government ombudsman in York. Seex was appointed on the recommendation of Deputy Prime Minister John Prescott.

* Adair Turner, the chair of the Pensions Commission, is to be elevated to the House of Lords. …
