Scottish Services Delivered at Least as Well as Those in England

Scotland's record on delivering services is at least as good as England's, even though the Scottish Executive takes a different approach to Whitehall on monitoring and supporting delivery, permanent secretary John Elvidge has said.

The head of the Scottish Civil Service was appearing before the Scottish Parliament's finance committee to discuss whether lessons learned from the Prime Minister s Delivery Unit could be transferred to Scotland, following a presentation earlier this year by the unit's former head, Professor Sir Michael Barber.

Elvidge pointed out that the delivery unit focused a high level of resources on a very limited number of agreed priorities and applied strong skills to support delivery by the departments. But he argued that it would be neither appropriate nor practicable to transfer the same approach on targets to the Scottish context. …
