Minister Promises Action to Curb Pupils' Bad Behaviour

Education secretary Ruth Kelly has backed head teachers' calls for tougher legislation to deal with unruly pupils, following a report on behaviour in schools.

Kelly accepted the findings of the Practitioners' Group on School Behaviour and Discipline, a group of heads and teachers led by Sir Alan Steer that reported to ministers on October 21, and called for 'rapid progress' on tackling bad behaviour.

Steer's team called for a stronger legal basis for schools to act against problem pupils, including a clear and legal right' for teachers to discipline them.

Learning behaviour was published on the same day that newspapers carried pictures of a 12-year-old girl allegedly attacked by another pupil, which led to calls for action on violence in the classroom. …
