* Ministers have allocated £60m to 19 community care projects across England in an effort to keep elderly people out of hospital. The projects are being run by local authorities in partnership with NHS agencies and voluntary organisations.

* Arm's-length management organisations should be able to pursue antisocial behaviour orders on behalf of their parent local authority, ministers said this week. The powers could also be shared with tenant management organisations and bodies managing homes as part of a Private Finance Initiative scheme.

* The Ministry of Defence is to meet the postage costs of Christmas presents sent to armed forces personnel serving overseas. The scheme, which will continue every Christmas, is part oftheMoD's Operational Welfare Package.
