Local government is in a state of flux, with big decisions in the offing on issues as diverse as finance reform, the future shape of service provision and neighbourhood empowerment.

In the meantime, staff must get on with the business of ensuring that their services meet users' needs. It's a challenge being met every day by dedicated professionals across the country.

London Buses, the 2005 local government team category winner, is just one example.

The team, responsible for implementing Mayor Ken Livingstone's transport strategy for buses, has made major strides in improving services and substantially increasing usage.

A wide-ranging programme of training for staff, quality incentive contracts with private sector partners, and the introduction of the 'bendy bus' have all contributed to this success story.

Assistant manager Tony Coolican says the turnaround has been underpinned by an increased customer focus.
