The appropriations committee of Connecticut's general assembly has rejected the governor's call to put the pharmacy program of Medicaid and other state programs up for bid among managed care organizations and mail-order pharmacies. The committee told the state's department of social service to gain $15 million in savings by using an on-line claims adjudication and drug utilization review system, initiating new maintenance drug prescriptions with a trial 10-day supply, and doing a better job collecting drug rebates-including those dispensed in physicians' offices. These proposals came from a pharmacy group consisting of the Connecticut Pharmacists Association, the Connecticut Association of Chain Drug Stores, and representatives of pharmaceutical manufacturers.

Still growing

The disease management marketplace is still at an early stage of development, according to a report from Pinney Associates, a healthcare consulting and market research firm based in Bethesda, Md. Interviews with about 100 organizations involved in disease management revealed that few of these programs have been sold or developed to the point of having outcomes measures in place.

Pharmacy benefit manager PCS Health Systems has formed an alliance with Laboratory Corp. of America Holdings to develop online connectivity among pharmacies, laboratories, physicians, and payers. The integration of laboratory data with Rx records will help PCS measure outcomes from its disease management programs.

Informing M.D.s

HealthPoint ACS is the name of new software for physicians to use to set up patient records and allow for the exchange of patient information through a network. Among its services, HealthPoint ACS helps inform physicians of any formulary requirements and prescribing guidelines having an impact on the care of patients enrolled in a particular health plan. The program is being offered through HealthPoint G.P., Atlanta, a new health-care information systems company established by Glaxo Wellcome.


Strategic Health Alliance (SHA), Gahanna, Ohio, a pharmacy services administrative organization with 800 pharmacies, has formed a partnership with wholesaler McKesson's CareMax program. While CareMax supplies on-line pharmacy data management and national marketing services, SHA will focus on regional marketing efforts.
