* More than 9,000 people were arrested in England and Wales for drink-driving over the Christmas and New Year period. Drivers found to be over the limit after an accident fell slightly, from 8.750/0 last year to 8.6%. It is the first time the total number of breath tests for the four-week period - 133,136 - has been published by the Home Office.

* Labour MPs are to be given a free vote on whether to extend a planned smoking ban to all pubs and clubs in England. About 60 Labour MPs are thought to be in favour of a total ban. Conservative MPs have already been granted a free vote on the issue.

* Officials from the Department for Constitutional Affairs met with civil service trade union leaders at Acas on January 6 to discuss the pay dispute at magistrates' courts. The two sides could recommence formal talks 'within seven days,' the Prospect union said. …
