* A train is cancelled every five minutes on Britain's railways, according to government figures. In 2005, 104,342 services were cancelled. The principal causes were technical faults (29%) and staff shortages (11%).

* NHS Scotland has been forced to issue death rates for all Scottish surgeons by information commissioner Kevin Dunion in response to media demands. Health chiefs warned that high death rates could indicate elite surgeons taking on the most critical cases.

* Prime Minister Tony Blair has ruled outstepping Scottish, Welsh and Northern Irish MPs voting on England-only issues. He told the Commons liaison select committee that it would create 'two classes of MP'. Campaigners argue that as English MPs have no say over devolved issues, their non-English colleagues should not vote on purely English measures. …
