The Tulsa County, Okla., Criminal Justice Authority has approved a $ 1 increase in the connection fee inmates pay when they make a phone call from the Tulsa Jail. The fee will increase to $2.90 per call to help cover the cost of new technology that would allow investigators conducting surveillance to know which inmate is using a phone through some sort of identification involving fingerprints or retinal scans. According to Tom Trimble, the county's director of management information systems, the new technology would also allow law enforcement officials to conduct surveillance through a secure Internet site that would make it easier to process information. The rate increase will take effect when the authority selects a new vendor. Four companies are competing for a contract: Global Technologies, AGM of Texas, ITl Inmate Telephone, and T-NETIX, which has been running the system on a month-to-month basis after its contract expired in June. …
