* The company building the highspeed Channel Tunnel Rail Link has been reclassified as a public body, shifting a £5bn debt on to the government's books. The Office for National Statistics' decision has increased government debt by 0.4% of Gross Domestic Product.

* The Healthcare Commission is to investigate learning disability services at Merton & Sutton Primary Care Trust. The PCT invited the watchdog to undertake the investigation following allegations of physical and sexual abuse.

* Same-sex couples have formed 3,648 civil partnerships in England and Wales in just over a month. Between December 21 and January 31, male couples formed 2,510 partnerships and female couples 1,138. Brighton and Hove registering authority was the most popular, with 126 ceremonies, followed by Westminster on 121.
